My guesses:
Western hedonism is at play. Ariana Grande should put some damn clothes on.
Targeting youth increases the shock factor.
Concerts along with athletic events have some of the most frequent, largest numbers of people in one place.
Indoors maximizes the damage from any blast.
Reports are that this happened in the lobby right after the show. If so, it makes sense - no security at the doors when people are leaving.

I've always thought it ironic that opposing real campaign finance reform means that we're going to give truckloads more money to the "liberal media". I've also thought that the media should run a disclaimer about its massive oppositional self-interest every time it covers campaign finance reform.
