This is what I've been seeing in most of the posts (including my own) that had photos posted. My problem is not with the forum permissions or photo copyrights; rather it's the Firefox browser I'm using. Firefox has built-in ad-blocking and it was blocking more than ads.

Presidential Alert: America desperately needs a POTUS that is alert and presidential. This is not a test.

It's a shame they're calling it "Presidential" and that it associates in any way with Trump - even though it's not going to be him sending the message. But I think the plan in concept is really good. Lady O and I have personally benefited at least once from the Emergency Alert app we use, when we were in the path of a big storm in Naples a few years ago. We still had a travel trailer at the time and - although no actual harm was done - could easily have been tipped over or hammered by falling branches or flying coconuts. The alarm getting us up in the middle of the night gave us opportunity to bail and go hide in a parking garage for a couple of hours.

Even though it was an Obama idea, I'm having trouble imagining the usefulness of an alert that goes to every cell user. All out nuclear war is a big enough disaster, but we're all screwed then, anyhow.

However, since cell numbers a totally portable, my 305 area code doesn't necessarily mean I'm affected about what's being alerted in Miami. This article is a little short on detail, but it sounds like you're correct that it can be and has been geographically limited - by cell tower rather than phone number.
