This article is a little short on detail, but it sounds like you're correct that it can be and has been geographically limited - by cell tower rather than phone number.

Schools across the country are already banning:
Elementary - Any Yeti depictions in artwork.
Middle school - Toadstools on any items of clothing, at the risk of 6 days in jail.
High school - Mario Kart played on any school device, or on any personal device while on school property.

You know what I find funny?

I have non-partisan friends who get together a couple of nights a week in this little dive and we sit down with some cold ones and settle all the world's problems in a matter of hours. Below is a topic we had recently:

Conservatives, Christians, and Republicans eat, drink, sleep, and breathe Trump. There's nothing he can say or do wrong. They scour social media, left-wing websites, left-wing forums, etc. searching for "news" and comments that turn their undies inside out, which in turn sets them into a frenzy of letters, petitions, and comments writing and name calling...

Democrats, Liberals, atheists, gay-rights activists, and environmental activists eat, drink, sleep, and breathe Trump. There's nothing he can say or do right. They scour social media, right-wing websites, right-wing forums, etc. searching for pro-Trump "news" and comments that turn their undies inside out, which in turn sets them into a frenzy of letters, petitions, comments writing and name calling...
