IMNVHO -
1. Local Fox stations news broadcasts (everywhere I've seen) are not particularly political, but do tend to focus on the "if it bleeds it leads" form of content.

2. On national Fox news broadcasts, you can find some segments that do not appear to be tilted right.

3. On Fox News Network as a whole, there is a lot of right-tilt, much of which could reasonably be called propaganda. Propaganda is not always false, you know - sometimes it's selective use of sorta-truth. Some of this is from the opinionators, but it does overlap into choice of news stories.

4. The owner of Fox, Rupert Murdoch, has admitted (hell, not "admitted" but bragged) of his right-wingedness and his intent to use Fox as well as his other holdings to further that view.

he does think he is going to run for President. If you posted something derogatory about him on the HJ forum he would come on there and say something to you about it or send you a private message. One time he even called me by name which always made me wonder if the H/J told him who I was. I thought that was pretty whiney for someone who was the Solicitor!

Excluding the "major networks" .. they are absolutely as "fair and balanced" as Faux.. ..

The major networks are certainly the more centrist of the news media.. it's that contemporary pseudo-Conservatives are so far right that reality appears leftist to them..
