I haven't read about it in detail, but I'm guessing a message wouldn't necessarily have to go to all cells just because it could. I'd think some localization would be possible. However, since cell numbers a totally portable, my 305 area code doesn't necessarily mean I'm affected about what's being alerted in Miami. Or maybe they just know where the phone is.... woo woo woo woo.

This article is a little short on detail, but it sounds like you're correct that it can be and has been geographically limited - by cell tower rather than phone number.
