I agree with one of the comments that said there should be no religious exceptions for rules such as driver's license pics, etc. IF there is a sound reason for restricting headgear in the pics, it should be universal - or, conversely, if there can be exceptions, then maybe the rule isn't necessary and anybody can wear whatever headdress they want. Nice set of horns, though. Very realistic. And no more ridiculous than a lot of other more common religiouswear.

It may have been here, but I read about an exemption churches and religious affiliated hospitals for properly maintaining pensions. The article associated this exemption with the increase of secular hospitals being purchased by little baby jesus hospitals.
