I'm pretty uninformed on most of this stuff.

But, if true why wouldn't law enforcement get warrants for every and all suspects in any and all types of cases for everything they've done online in relation to a crime?

I certainly don't know much, either, but I'm inclined to wonder how large the gap between "can" and "did". F'rinstance, the article says "Prior to Trump coming into office, it was illegal for Comcast or AT&T, for example, to slow down websites who hold political views those companies dislike or give lightning-fast loading time for sites that are closer to the companies’ typically conservative politics."

Do we know if Comcast or AT&T, for example, have actually slowed down sites with political views they opposed? I'm overall in favor of legislated net neutrality, but am a bit skeptical of a parade of horribles that doesn't have any real horribles in it.

Off the top of my head,

LEOs would still at least theoretically need probable cause for each suspect and the suspicion of crimes to be found on devices. Not all judges are rubber stamps.

Examining all e-evidence is time consuming. LEOs would have to think the investment of resources was worth it.

But if an suspected child porn (looking at you Matt Gaetz) doer was under investigation wouldn't that be something DOJ, FBI and others be all over?

AFAIK yes, providing the probable cause is strong enough warrants will be gotten and everything will be looked at (looking at you, Jalen Kitna).

I haven't bothered since I'm boringly e-legal these days, but it sound like miscreants would want a VPN that does not save history.
