It appears he could, and is.
Even when, in an exercise of ridiculous imagination tripping I assume that Trump is a lot smarter than he looks, based mainly on his ability to form and maintain a cult, and to select and do those things the cult loves. And in my flight (or fright) of fantasy I imagine the stuff he does is done intentionally to curry favor from the cult as well as to appease his own narcissism. Then he does something like this and I realize that he has no clue as to what is in his own best interest and he's more like an idiot savant who has certain extraordinary skills but otherwise is dumber than a box of hammers.

That's sure true for the "15 boxes". As for the alleged nuclear documents, The Hill:
