The 6.9% on that chart includes students and military.
And beside payroll tax, virtually all of the 47% is paying state, county, city, sales, gas, social security, medicare/Medicaid and property tax. And taxes on cigarettes and alcohol.

From David Graham, here is the graph of the 47% -- a.k.a. "non-payers" -- by state. The ten states with the highest share of "non-payers" are in the states colored red. Most are in southern (and Republican) states. Meanwhile, the 13 states with the smallest share of "non-payers" are in blue. Most are northeastern (and Democratic) states.

Conservative don't mind being protected by a taxpayer funded military, being educated by a taxpayer funded schools system, or being protected by a taxpayer funded police force. They don't mind receiving GI Bills and low interest gov't backed student loans. They want to drive on public streets and send their elderly parents to retirement homes paid with medicaid supplements. They just don't want to have to pay anyone for the services.
