This was a continuation of his longstanding Kaiser coverage. Probably not the choice I would have made, but perhaps more understandable than someone choosing an Advantage plan out of the blue.
Most employers round here offer Kaiser as their employee health care plan. Some offer higher end such as Blue Cross or other non-Kaiser stuff. But all that is irrelevant to the dental coverage; Medicare was never designed to offer it, AFAIK. The current Medicare Senior Advantage dental coverage is very spartan and covers only routine cleaning and x-rays.
