Consider investigations of Presidential conduct. Bush's lying to the county and starting a war on false pretenses got a pass. Turning the country into a torture state got a pass. Doing away with posse comitatus - a pillar of the justice system - got a pass. Dick Cheney shooting a friend in the face in a drunken hunting accident got a pass.
Clinton on the other hand was impeached for getting a blow-job.
It'll be the same for medical fitness. You can be certain that Republicans would find Trump's action to be perfectly reasonable, while rounding up all the "experts" they need to find any Democrat President unfit.
For all the minor things like insulting gold star families that embarrass Republicans, they 're overjoyed with the big embarrassments. Muslim bans, border walls, neo-Nazi behavior, gutting health care and the EPA and other federal agencies... it's all things that Republicans want but wouldn't necessarily want to take the heat for enacting. With Trump they get it all while not losing any votes for it after Trump's term. Like with Bush II they can declare that it's not their fault because Trump "wasn't really a Republican." They won't dump Trump.

I see it as more of a fun, to me, statement of sentiment than anything else. In reality:
It'll never pass this Congress.
If it did pass this Congress, there would need to be a credible mechanism for selecting qualified expert/s.
Those qualified expert/s would need to find actual mental disease and be able to back it up. Unlikely that a Clinton or a Shrub would qualify . . . not sure about Cheney.
If actual mental disease was found, still nothing would happen unless those charged with implementing the already existing 25th Amendment took action, which is a very, very high hurdle.
Alternatively, a finding of actual mental disease could be used in impeachment proceedings, but that's also a very, very high hurdle.

It'll never *take effect* during this Congress.
Consider Bush II's change to the abortion-issue "Right of Conscience Law." Unchanged for 30 years, since Nixon enacted it. Including the first 2920 days of Bush II's 2922 days in office. But with a Democrat entering office, the change was made so that Democrats would have to deal with it and Republicans could grandstand against their changing it back. They never would have made the change if the next President were a Republican.
Or the TSA's porn scans and grope checks. Enacted and tendered during the Bush II administration, but implementation left until the next administration.
It's a Republican Congress. Anything they pass, they can delay implementation strategically.

So I'd be surprised if any Dems voted for it, and the Senate has to round up 51 votes (including Dence) to pass. They've already got potential defectors, though for different reasons. Their problems remain the same as with their Trumpcare efforts - the extremists (or, more properly, the extremest extremists since all of them are loons in some way), would rather lose the vote than toss a bone to the less extremists or godforbid the Dems. And then there's Trump tossing monkey wrenches into the mess. And the ones like Flake and maybe McCain who aren't likely to support anything benefiting Trump. Too narrow a margin and too many flies in the ointment.
