United States Department of Education was separated out from HEW in 1980. In turn, HEW was created to replace the Federal Security Agency (FSA) and its education programs in 1953. The
FSA was created in 1939, well before many cared about "little Black girls". The feds have been involved in US education at least that long. Opps.
