I think the event was that the shooter got into an altercation of some sort with the others. At some point, he went to his car and got out his gun, passing up the opportunity to just drive away. AZ allows guns on campus, but also provides for campus choice. So that school may very well prohibit guns from its campus. Texas (and I think 3-4 others) don't allow that choice. Guns in the hands of drunk frat boys are fine with them. That was the version the NC idiots tried to pass and didn't get it done.

Not by itself, but just like laws on every other subject in the world, they help shape behaviour overall. They could make it more difficult for some people to getting a gun with a result of fewer people killed because, for example, somebody has anger issues.
