And 40,000 vote win is not even all that "close" given the circumstances and the amount of dollars and efforts the Repugs put into the race.

There were many factors, but:

Virginia Democrats campaigned on their Green New Deal and fighting climate change. And won.
The election removed a major obstacle to the state’s efforts to fight climate change.

2017 election

Fowler ran to be a delegate in Virginia's 2017 election against Ron Villanueva. She won the election with 52.3% of the vote, and took office in January 2018. Fowler is of Filipina and Mexican heritage. She and Kathy Tran were the first Asian-American women to be elected to Virginia's House of Delegates. At the same time, Fowler, Elizabeth Guzmán, and Hala Ayala were the first Latina American women to be elected to the House of Delegates.

2019 election

Fowler ran for reelection in the 2019 election. She defeated Republican Shannon D.S. Kane with 54.5% of the vote.
The Dems took complete control of the VA Leg.
