Correct. It's smoke and mirrors because it just moves around various opportunities to duck the stated tax rate, and thus only affects some people some of the time. So, Super-S, since you are much more knowledgeable about taxes than I, why are there deductions for family members? If a family has 5 people, do they not use more resources than an individual or a couple? Does it really make sense to get to pay lower taxes because you use up more resources?

Tip O'Neill though "all politics is local." With due respect, I would say "all politics is politics." Thus any politician or politicians seeking to find a solution to a problem - no matter how serious - will always consider the politics involved. Specifically, how can I look good on this an increase my chance of being re-elected, and how can I make the other side look bad. In this instance, there is much more politics than reality in the overly dramatically named "fiscal cliff." Wouldn't have been a "cliff" or an issue in the first place if it weren't for the politics of the previous years' artifically contrived "debt ceiling" fight. So the Republicans thought they'd win the election and maybe take over the Senate and could therefore change the "agreement" leading to the "cliff." And change it to their own liking. Opps. Now they're in a weakened position for a variety of reasons, and are going to lose on the tax rate increase to the "2%". They know it, Obama knows it, we all know it. But they've got the Norquist problem to deal with. If they roll over and vote for a tax increase - even a tiny little-bitty one - Norquist will throw lots of money into their next campaign and try to boot them no matter how loyal a tin soldier they've been in the past. On the other hand, if they don't vote for an increase, they'll get blamed for anything bad that happens after the "cliff," and might lose their seat anyway.
Let's look at it from Obama's standpoint. He knows he can get revenue increases out of them, and that moving around the thimble and pea probably won't incur the wrath of Norquist as much as a tax rate increase. But if he gets the tax rate increase passed - and he will - we have a situation where Norquist has been called out and mutinied on - undoubtedly leading to a big big crumble in his wall, and the teapartiers will be livid and turn against the relatively reasonable Republicans and run more O'Connells and Angles and Wests, thus losing more seats because they're increasingly seen by their constituents as the loose cannons they are.
So getting even a tiny tax rate increase gives a huge win to the good guys, at the expense of both Norquist and the Republicans overall. It's worth standing tall for, and I don't know where Obama found the backbone - he certainly didn't have much of one the first term - but he's got it going now.
