Not that I'll ever feel sympathy for FSU, but IMO once we've got 16 teams it's pretty hard to argue that a potential winner was excluded. Most years #16 or #17 is likely to suffer an early, painful and humiliating loss like #12 Clemson did this past season.

So a guy legally buys a game ticket, sits in the public stands and takes vids of what he thinks may be signals, then goes back to his office and tries to figure out what the signals mean in case he sees those signals in a future game. And that's an offense worthy of "most heinous" award?

It is just the rules as established. Also, there were devious things like the assistant identifying as from another school. "quite a puzzle" is an understatement. If there is any organization more capable of making rules mountains out of molehills and taking nit-picking way past the limits of imagination, it's NCAA.
Edit: I probably shouldn't complain. Without all these picky rules we'd end up with a system where all the big-name schools with lots of money get most of the best players. Oh wait.

Michigan hired videographers around the country, something many schools could not afford to do - competitive advantage. The penalties were not just for the sign-stealing, but also for the coverup, destruction of evidence, lies and noncooperation with the investigation. Hence, "most heinous".
