For all practical purposes, yes. Unless it has changed in the 34 years since I rode the boats, nuke chiefs are never Chief of the Boat, but any other CPO is eligible. Never had an MAA on any sub that I knew about- that was a skimmer thing.

I don't see that "condescending" is actually "talking down to someone with lesser intelligence". I can see the "talking down to someone", but not the "with lesser intelligence". It would be more like acting as though superior to someone, although not actually being so. Now, in the case of ButtHurt Vrede, I see an inferiority complex making feeble attempts at superiority, and failing — and miserably too, I might add. So, then, "condescending" just might be an adequate term. But then, as I had noted, the term "condescending" could be included in using the description "Asshole".
