I've been a space buff all my life, and I've followed the budget battles at NASA for a long time. NASA's budget is drained by half a billion dollars a year for pork projects from regional fisheries centers in Massachusetts and Alaska, to Natural History and Underground Adventures museums.$300,000 spent by the Air Force Office of Scientific Research to fund Brown University's research into archaeopteryx, the 150-million-year-old early bird, in which the researchers determined the creature likely had black feathers.
These projects are added as riders and ammendments to spending bills sometimes only hours before a final version is passed. There's no debate, and the public and occasionally NASA isn't aware of some earmarks until after the fact. They are of course somehow always in the district of whomever added the earmark. One senator got a high energy physics lab for his alma mater - a small university with no background in high energy physics - and the lab was named after the senator.
I doubt that the Air Force had any choice in the matter either.
