Some states play games with what the military calls "official home of record." Usually the last civilian home before enlistment. NC has some stiff in state tuition rules. If I remember correctly.

If they've owned a house in NC and paid taxes for years, got stationed in Texas for two years but continued to pay taxes on their home, then they should get in-state tuition.

I'm not disagreeing. Or saying NC is right. I'm just saying what might be the problem. Military home of record is strange and I'm told a hassle to change.
