I've only been out 3 times or so, and just Hooterville streets. Not crowded, but there were plenty of other cars and no one getting stopped. I have not heard of any harsh enforcement anywhere, but it may vary by county and road. I'd suggest prepping a cover story and obeying all other laws just to be safe.

The only strict enforcement of SIYFH orders here is for being in a closed park/facility, hanging around in groups and not dispersing, sneaking onto the beach/water. Nobody as far as I've seen has been stopped just for driving around or being parked in an open lot. IMNVHO, I think local government should be included and consulted, but my main problems with leaving it up to them are (a) they don't have first-hand access to the same scientific/medical/crisis management information that the governor has; and (b) they're more likely to be affected by their own situations and disregard the issues of the neighbouring areas. In our case, it makes no sense for Carlsbad to have different rules from Oceanside, Encinatas, and Vista that surround it. Parts of Orange County (Newport Beach and Huntington Beach) had opened beaches (with no parking and "limitations") and thousands of people showed up from all over from LA and San Diego.
