Well, not to nit pick, but from your link, the critter in question is neither a snake, nor a human penis. It's an amphibian introduced (somehow) from South America. It can get up to five feet long but apparently no direct threat to humans. Possibly it escaped from a private collection. They've also been in Florida for two years, so the consensus they are here to stay.
