I don't care what anyone else says, but in California the prevailing winds for most of the year are from west to east. In fact that's one of the reasons why weather in the continental USA tends to travel in the same direction, west to east.
So it stands to reason that air pollution along the coast tends to move bad air along the coast into the interior, which includes Bakersfield.
And if the air quality in LA has improved over the years due to environmental regulations and pollution control, that's fine, but it doesn't stop what pollution there is from going from west to east.
It's been in this pattern for decades - I first learned about it in the 60's. The air pollution even gets up into the Sierra Nevada, with places like Tahoe and Yosemite enjoying the results.
Of course the bowl like structure of the Bakersfield basin also traps local emissions, there's no denying that.
Another factor is that Bakersfield is a transit corridor for trains hauling oil to the coast. Those trains burn diesel mostly and it pollutes the air in the Bakersfield basin. And guess what happens to that oil once it gets to the coast? Either refined into gas which in turn is burned in cars that pollute the air, or combusted for heating and other uses. All this is part of the reason why Gov. Newsom is getting medieval on air pollution, dictating the demise of internal combustion engines in cars, and even in small yard equipment and generators. I'm not thrilled about it but what can you do?

Ah, but the reason for my not caring is that the popular trend these days is to discount the fact of west-east weather patterns, as well as the other details I described, such as polluting freight trains and trucks, in order to dismiss the Bakersfield air quality problem as strictly a local concern.
Perhaps I stated it poorly: I don't care what those who selectively ignore the facts have to say.

In the age of rampant wildfires throughout the west, there are very few if any strictly local air issues anymore. But each area happily contributes to the problem whatever it can, it seems.
It will be a while, if ever, that the "ban" on small gasoline engines has significant effect on people such as yourself or me. It's the sale of such equipment that will be banned, starting I think in '24, but if you already own an eardrum-damaging smoking lawn mower, leaf blower or portable generator, you can keep using it as long as you can keep it running. I'd think the outlook for repair service business is probably good. Or you can buy a replacement from Oregon or wherever. It's the commercial users that will feel some effect first.

Good point. I might go to Nevada to get a replacement though. I do have some concern however that replacment parts for things like carburettors might become more scarce down here. I'm also wondering if the price of gasoline is going to go up as stations either shut down or convert over to fast EV charging. Get a middle school kid to explain the link to you. Bowl like structures in and of themselves do not trap local emissions. The issue is that temperature inversions do. By definition, inversions do not let in outside air and any pollution it may carry. Rather, Bakersfield chokes on its own emissions.

And some if not most of the items on the list aren't even right, depending on where you are. F'rinstance, you can get ranch dressing (Newman's Own) at Sainsbury's throughout England. You can get barbeque in places like Jimmy's in York that may not be exactly like what you got in America but is as good if not better than any you'd get anywhere else not named North Carolina, St. Louis, Memphis, or Texas. It doesn't matter as much that petrol is more expensive than in America because there is public transportation everywhere and people are less dependent on cars.
