Everyone in the State Department is part of the executive branch and part of the Obama administration. Bureaucrats regardless of who appointed them are responsible to the current administration. The current administration is responsible for its employees. Duh.

It is yet to be seen who set the limits on who and how security was deployed. Nah, it's pretty common knowledge for the well-informed who follow the congressional testimony. You guys just won't accept the facts because there's no reason to blame Obama. It is the Presidents job to set the guidelines and when he wants to be notified of exceptional needs. It is not the president's job to set the millions of guidelines and policies that it takes to run the more than one thousand government agencies, nor is it the responsibility of the president to make the tens of thousands of daily decisions that the more than one thousand agencies make. Somewhere in the chain of command the security priorities were set too low. Someone stopped the request for an exception and for a reason. Someone decided to stop and or limit the roll of the Marines. The Marines were never in the picture. There was no request for Marines, simply to keep the security staff they had. There was a request to keep 13 diplomatic security personnel (not Marines) at the embassy in Tripoli, not the Benghazi.
