Let's say further that Trump announced his beautiful tariffs on Jan 20, and that corporate executives believed they had found the way to Big Rock Candy Mountain. Where in the US could any company have reached the "currently being built" stage in 3 months? Most couldn't even find a suitable location in that time much less get permits, hire contractors, yada.
