I like her too, but it's Texas ferpetesake. Don't the Dems have any white guys, or at least Hispanic? Black population is about 12%, with heavy concentrations in the large cities. Most of those would likely vote for a white or Hispanic guy anyway. I wouldn't want to kid myself to think that Texas has lost enough of its racism that being Blackish isn't going to cost a bunch of votes, especially in areas Dems want more inroads to.
If so, he should run in the primary and let the voters decide on different factors, including your perspective.

Texas has never elected a Black senator, and only one (Kay Baily Hutchison) woman, who was first elected as a Republican in 1993, when Democrat Ann Richardson was governor. I'd say Texas is no longer a world in which either of those could reasonably be expected to win. Despite all the seasonal optimism of Texas going Blue due to some Dems running fairly close, the truth is that Texas has gone from reliably Dem in 1993 to hard core Red now. And a majority of voting Texans aren't mad enough at Trump to vote for a Dem out of that anger. Generic white guy might (probably would) lose, too, but he wouldn't start with the other guy already ahead by a lap.

I don't think there's any legal mechanism to do this luckily. I know this shit fuck isn't one to really obey our laws and show deference to all that America holds sacred (or used to), but "nationalizing" elections is way outside of the bounds of anything he can do.
Only Congress (setting standards) and the states (constitutional amendment) can make changes to this. That's not to say he won't try fuckery though.
Also it's pretty wild that the stuff this boy shits out of his mouth has become so normalized that when, he, the president of the United States, wishes for things contrary to foundational American laws and governance we don't even bat an eye anymore. Purple states with GQP majorities in their Legs can still do some shit one by one like some have been doing with redistricting. Their only principles are winning and greed.
