Ya know how federal assets have been protected pretty much forever? Security measures, like fences and electronics. Guards. Surveillance. Preparation to respond in case of a breach. Sending in the National Guard "just in case" is unprecedented and just for intimidation.

Entrapment is a twisty legal concept. As I understand it, and I may very well be mistaken, it depends a lot on how much the cop works on talking the target into doing something. If a guy is sitting in a bar and says "Imma gonna blow up the school", and the undercover cop says "ok, let's do it" and the guy says "I dunno, man, maybe not" and the cop says "c'mon let's do it. I'll get some C4, and we'll hit it when everybody gets there"...yada. Then that's probably entrapment. But if the guy is fairly prepared for his deed, but maybe needs some assistance or additional materials or maybe he's just bragging about his plan, then the cop can probably bag him.

True. Most who are charged are convicted, but not all. A defense attorney might argue that he thought he was communicating with an ISIS leader, and that he didn't do anything other than collect a ridiculous number of legal weapons when he'd only be able to use two at a time.
