I've always wondered why "the whole number of persons" phrase is in there. Because the only persons who were not "whole persons" were the slaves, who were considered to be 60% of a whole person. And the amendment was ratified when there were no more slaves, which means there are no longer any persons who are not whole persons. I must admit there have been times in my life when I felt as if I were not a whole person, as if I'd left part of me wherever the hell I was last night.

Maybe it's an affirmation of the end of that 3/5 rule.
Or, maybe it's a reference to whole number rather than whole persons. For example, Section 2 does not confer voting rights to Indians or women. :puke-left: :puke-left:
After thinking about it after I posted, I decided that the "whole persons" includes everybody except the unborn babies of women citizens. The baby might die before birth or just after. In any case, the baby would be counted ten years later in the next census. A more grotesque explanation could be that "whole persons" does not include those civil war veterans who lost legs or arms in the war. But that's crazy.

I think that's called a hole person. As far as I know, they count them, too, since the amendment does not address "hole persons" so they must be counted. Mike Johnson is a hole person, as is Gym Jordan, Steve Scalise, and many others. They all get counted.

Renée Good and Alex Pretti are "hole persons." They are no longer counted.
