After thinking about it after I posted, I decided that the "whole persons" includes everybody except the unborn babies of women citizens. The baby might die before birth or just after. In any case, the baby would be counted ten years later in the next census. A more grotesque explanation could be that "whole persons" does not include those civil war veterans who lost legs or arms in the war. I think that's called a hole person. As far as I know, they count them, too, since the amendment does not address "hole persons" so they must be counted.
