and Bush certainly flirted with it. I recall his final polls were some-
where in the mid 20s, not ten points higher. And no one has said

Your math isn't very good. Bush's approval rating was 22% when he left office, the lowest in history. Most of the major polls put Obama's currently in the mid-40's.
Obama hurt less than Boehner and McConnell, Reid not hurt much at all, and Pelosi's net unfavorable rating has improved! Of the bunch Obama is the only one that does not have a net unfavorable rating, with Boehner and McConnell having the highest net unfavorable ratings of all. McConnell has even achieved Shrub's all-time low, the real one not Roland Deschain's lie.
