I understand his thinking it was Carter's fault, but Reagan's statement placed no blame as he was speaking of the situation. If anyone remembers 1979 the times were bad.

I am not surprised my post went over vrede's head. Crock of is the one who mentioned Carter which indicates he thinks Carter was responsible. Or was it just his paranoia?
