Well, I guess that "Helpless" isn't about Winnipeg since it's in Manitoba province. I wonder what town he was thinking of; "There is a town in north Ontario; dream, comfort, memory, despair. In my mind I still need a place to go; all my changes were there." Hmmmm, on second thought, maybe he was talking about Winnipeg; "There is a town in north Manitoba" just don't sound as good.
