It's just warning you that some content on the page is being served from non-https links. Images, avatars, etc. You can disable the warning in IE, but I wouldn't recommend it.

The only person saying that is the non-Kentucky-licensed lawyers from Liberty Counsel who is selling Davis off for bacon - umm, I mean "representing" her. The issue was brought up in the hearing, and the judge stated otherwise. In fact, one of the offers given to Davis was that she didn't have to issue licenses herself, just don't interfere with the deputies. She refused. There is no requirement in Kentucky that the license be physically signed by her, even though she had been signing them for the four or five months she'd been in office.
