I've met many a person who "lies" when they "screw up" ... it's human nature, and cops aren't immune from it. A woman is arrested in 1993 on minor marijuana possession charges. She follows the rules and a judge declares that her debt to society is paid. In 2016 - she has a six-year-old son now - she's re-arrested over it and thrown in jail for 49 days before the prosecutor's office is willing to admit a mistake. She was held without bond, which is normally reserved for murderers and major flight risks. And of course the mistake has left her with a huge pile of debt.
Not surprisingly, this was in Chicago.

I first read about these a decade ago, after a young woman spent a month in jail because the detergent in her travel bag tested positive. In recent years the horror stories have been entirely common.
The Las Vegas police for example love the kits, because they generate a huge number of arrests and convictions. Meanwhile the police department's own crime lab found the field tests used by officers to be so inaccurate they actually lobbied to have their use discontinued.
Guilt or innocence is irrelevant when the choice is to plead guilty or rot in jail for months while being bankrupted by legal fees.Yet to this day, the kits remain in everyday use in Las Vegas. In 2015, the police department made some 5,000 arrests for drug offenses, and the local courts churned out 4,600 drug convictions, nearly three-quarters of them relying on field test results, according to an analysis of police and court data. Indeed, the department has expanded the use of the kits, adding heroin to the list of illegal drugs the tests can be used to detect.
These stories are so common it's the sort of thing anyone in law enforcement who is even remotely competent would know about. But to give Fort Chaffee Police Chief Chuck Bowen the benefit of the doubt, he's probably just hyper-corrupt.

It's an awful ruling, but probably not a universally awful as it looks by the headline. The decision of the court was in regard to that particular case as to whether the cops shooting the dogs was justified. It found (wrongly IMNVHO) that it was, but there were such few details in the article it's hard to tell. The article says the dogs "ran to the basement" implying they were running away, but it's also possible they "ran to the basement" where the cops were conducting their search. The ruling might make cops more likely to shoot dogs, just as the many "justified" rulings make cops more likely to shoot people, but it's not a blanket approval of open season on Fido or Fifi.
