Canadians will fully admit that we have only an *average* system. But good Christ, we wouldn't trade it for the American one. There's a reason why every election we hear threats of "American-style healthcare" the way Americans hear threats of "communism" or "terrorism."

Anyway, it's a simple fact that each citizen only gets to vote for one member out of 435 members of the House and only two of the 100 senators, and even then only one every four years or so. So yes, in one sense, it doesn't matter what any given Congressman wants to do, or is seen as "promising" because it isn't going to happen without a lot of collaboration with his/her colleagues. But the answer isn't to let just anybody get into office, or certainly not to vote (or let in without a vote) for someone you know is on the wrong side. That's why politics is a team sport. A "team" may be a party, or it may also be a coalition of Members with similar goals. For better or worse, the team is usually a party. The real wasted vote is for somebody who is in the wrong party or who sees themselves as a loner, rogue, or renegade.
