I don't know Kelly. But I'm assuming that for a person to be picked to work for Trump - and for the person to agree to work for Trump - that he's likely pretty much a sleaze-bag. Nevertheless, it seems entirely likely that with Portman (as one of many), Trump just said, "fuckabuncha security clearance - hire him anyway..."

1. It’s not. Unusual, even for Regular Janes and Joes.

2. It verges on Black Swan territory for top-rankers like Kushner & Porter, who cut the line.
