Everything we've seen so far has been consistent with this. People have been appointed to lead agencies (Education, EPA, Interior, etc.) that they'd previously sworn to tear down. Other key positions have been filled with incompetents and nutjobs.
Vast numbers of positions have been left empty. Enough to cripple the State Department for example.
Anyone capable of acting like rational adults - even if criminally dishonest rational adults - gets forced out. Soon you end up with war mongers like John Bolton and torturers like Gina Haspel in key positions.
Now there's a wave of traditional Republicans in Congress retiring. With a wave of torturers, Nazis and other nutjobs lined up to replace them. Those who fail to be elected will do better the next time by default. (The opposition candidate will usually do better, the longer the incumbent is in office.)
Bannon is having a lot of success.
