although politicians like to give their toughness the credit, it could be as simple as lead.
the removal of lead from gasoline and paint precedes by about 10 - 15 years a huge downturn in violent intercity crime.

Back to our discussion of crime rates after Seth Milner foolishly scoffed at rstrong's accurate post about the drop in crime since the early 1990s. billy.pilgrim mentioned the removal of lead from gasoline and I cited the aging population. I just heard an NPR program on the topic, it was stated that correlations have been found but there isn't proof as to the causes. Other things mentioned were:
Increased incarceration - this was hotly disputed by another panel member who stated that prison "school" turns nonviolent offenders into hardened criminals.
The drop in popularity of crack cocaine after many saw how it ravages individuals and communities. I worked in the Oakland, CA Trauma Center ER during the height of the crack turf battles. When I left we were on pace for a record number of annual murders.
The legalization of abortion 2 decades earlier meaning that fewer people of prime criminal age that had been born into dysfunctional (for whatever reason) homes. Interesting, that never occurred to me.

What would you guess is the age of the "previous generation"? That "previous generation" is far from being of the same generation of any of us here.
Having many of the similar distractions that Vrede too mentioned, they were no better off than today's generation of children, therefore many of that "previous generation" were left on their own.
