Nonsense. Every state has a steady stream of both one-time events and new companies setting up shop permanently. Nothing lost? Opportunity has value. Companies tend to go where others have had success. And avoid places where others have turned down. Cumulative effect. You can't tell me that if a governor (such as Nikki Heat, for example) finds it worthwhile to loudly and frequently tout what a business-friendly place she's got and how successful they are in attracting businesses and whoo whoo what a wonderful job I'm doing, that the opposite doesn't work also. Unless you're McCrory who for some time now has just made up crap as he goes along.
