It looks like there could be a serious issue there, although it looks like there's some rule fuzziness. Rules for Senator include being a resident of the state to be represented on the date of the election. Residency in Georgia could range from easy (get a new job, find a home, register your car, register to vote, put your kids in school...and you're in) to complicated, where where there are actual issues or separate rules affecting residency. For example, you have to be a resident for a full 12 months to claim resident status for university attendance.

I don't know where Hershel is supposedly living, whether he bought a house in Georgia, rents a place, or follows the Meadows method of claiming some random single-wide. He isn't required to sell his Texas property, but since he has that, he'd have to show some evidence that he intends to make Georgia his "permanent" domicile. Florida has a affidavit form. Of course, if he did that, then there would be the issue of the tax claim. Either way, I think Pandora's offering her box.
