It's one bear = one hat. But the hats last a long time and they didn't go out and kill a bunch of new bears just for the coronation. While the hats at one time were somewhat functional, they are now just part of the traditional costume and should be faux.

They were meant to make the troops look bigger, nothing else that I've seen. They may be as functional now as they ever were.
Tbh, from what's been posted we know that new caps are still being made. We don't know how many bears were killed for the coronation, but it's reasonable to assume that it's more than zero.
