I happen to like mountains, but wtf are "mountain values"? Are they supposed to be superior to foothills, piedmont, coastal, prairie, wetland, swamp, island, etc. values, does it matter if the mountains are forested, alpine or desert, and does pretentiously claiming that they are superior actually make them inferior?

Because they never define mountain values I must conclude it's because they're actually too embarrassed to say what they really mean.

Sounds accurate as long as that list is not all inclusive. I'm mean there's also a high concentration of homophobia, intolerance and racism. Plus all those "G" issues they keep talking about on TV. I guess mountain values are all of what you make it. The mountain values they elude to certainly aren't the mountain values I subscribe to.
Taking a semi-serious thought on "mountain values" I'd say it's intended to mean the characteristics of those who migrated in originally. Those characteristics would include toughness, a sense of independence, self-reliance, and family-centered. All of which appears to have been the case. Unfortunately, if you look back at those people and their descendants, it's hard to avoid the other less-desirable values of a suspicion of strangers, triby-ness, racism, intolerance, and a disregard for societal laws other than their own. I would disagree that "mountain values" are the same as "southern values" although there is overlap. Natives of the Appalachian region from Georgia all the way to New York share more similarities with each other than with other regions. I think when the politicians use the term, though, they're just dog-whistling "us vs. them."
