I think saying that it allows warrantless access is just spin
the bill is an attempt to update an 80s bill; it seems that there have been some changes in technology in the past 30 years. so, before you get your faux panties all in a wad over the evil dems coming for your email freedoms, stop and think for a second - law enforcement currently has access to your email and rarely uses a warrant.
I'm no expert on this bill or what it replaces and I'm sure that no matter what it says or who is pushing it, I'm probably against most of it.
google the bill and you will see faux headlines about your freedoms being ravaged by the dems
other sources seem to have more information that paints a different picture

Effective policing is never about throwing out a 20 mile long drift net and seeing what you can dredge up. When the FBI and others demand the ability to spy without a warrant, that's what they're doing. It's why I'm in favour of end-to-end encryption and anonymity being baked into the internet - it will force the police to do their job properly. Fishing expeditions = bad policing.

An excellent example is old 1986 law which considers any e-mail over a hundred and eighty days old - even in an account you use every day - to be "abandoned." No warrant needed.
